GIPA - Georgian Institute of Public Affairs, with 30 years of teaching and research experience in public administration, offers a Bachelor Program in Governance.

 

This program aims to develop unique management knowledge, practical skills, and a sense of responsibility that will equip you to manage changes in the field of public administration across all six areas of SIGMA Public Administration.

 

Using innovative, practice-based teaching methods, the program is focused on guiding students in studying and solving complex public administration issues. In simulated scenarios, students will apply this knowledge in conditions that closely mimic real-life situations, gaining management skills based on concrete examples and best practices.

What Will I Learn?

  • relevant basic theories, management principles, and innovative, effective governance processes for all six areas of public administration (organization of public administration, policy planning/coordination, human resources management, public service management, public finance management, and accountability and integrity) based on the search for effective tools, considering managerial, economic, legal, and political dimensions, and grounded in international
  • knowledge and skills for the effective functioning of different types of organizations, focusing on resources, their management, administration principles, methods, and models for result-oriented decisions.
  • Strategic planning and management coordination, the legal regulatory framework of a public institution, and the implementation of an effective management system for accountability, reporting, evaluation, service/public good delivery, and public services and financial management.
  • Develop the skills to analyze problematic issues related to public administration and conduct small research projects
  • Develop the ability to prepare and present the relevant reports/documents related to the field of public administration

Prorgram provides opportunities for employment and career advancement in non-managerial positions within the public sector, and also enables you to respond to public administration challenges in relevant directions. Additionally, it opens up employment prospects in non-governmental and international organizations outside the public sector, as well as the possibility of pursuing further studies at the master’s level.

Mandatory Subjects for National Exams 2025 Admission:

  1. Georgian language and literature
    2. English
    3. One of the following subjects: History/Geography/Civil Education/Mathematics.

Passing the 4th subject is not mandatory.

The Bachelor program in Governance is designed for individuals:

  • who have completed secondary
    education and
  • have successfully passed the Unified National Examinations.

Freshmen Registration
Registration of undergraduate students is carried out electronically: https://portal.gipa.ge/bachelor

Students should submit the following documents to register for the undergraduate program:

Required Admission Documents:

  • A copy of the ID card
  • Certificate of secondary education (original, copy). If the certificate was not issued in Georgia, it must be accompanied by a certificate of authenticity
  • Photo (3x4)
  • A copy of the document confirming military registration (for men)
  • Receipt confirming the payment of 25% of the annual tuition fee. If the entrant has obtained a study grant, the amount of money to be paid by him before registration is a quarter of the difference between the fee and the grant provided for by the educational program

Student Contract Signing Procedures: 

After the student has completed online registration, he/she must appear at the university (Tbilisi, Rustavi highway #22a).

Tuition Fee: 4000 GEL

Funding

During the first year, 1000 GEL funding is envisaged for all students with state grants (100%,70%, and 50%).

Fees for students with different amounts of state grants:

50% Grant

4000 - 1125 (50%) - 1000 (GIPA) = 1875 ₾

70% Grant 

4000 - 1575 (70%) - 1000 (GIPA) = 1425 ₾

100% Grant

4000 - 2250 (100%) - 1000 (GIPA) = 750 ₾

Scholarships

Starting from the second academic year, scholarships are awarded to students with the highest academic achievements to cover their tuition fee for the following semester:

  • Scholarships are awarded to those students whose GPA is 3.5 or higher;
  • Students with the highest GPA scale (4.0) get 100% scholarship for the following semester;
  • Students with GPA less than 4.0 but 3.5 or higher get 100% scholarship for the following semester if their academic achievements rated excellent (A) in all subjects during the previous two semesters;
