When staying in the library and using its resources, it is mandatory to observe the rules for using the library o GIPA- Georgian Institute of Public Affairs.

Library resources can be used and books can be taken out for use both in the university space and at home.

For this purpose, it is necessary to consult a librarian who will advise you about the use and timing of a particular book.

To find and reserve books on educational or other topics, you should visit the library's electronic catalogue.

If you need a book or other type of resource that is not available in our library, you can request it through our interlibrary service. This service allows you to use materials from other libraries, for which it is recommended to consult a librarian or send a request to library@gipa.ge

GIPA Library has an electronic resource database that can be accessed via organizational email. Students and academic staff at the university have access to electronic databases J-stor and EBSCO. At the same time, starting from 2018, based on the agreement signed with NNLE "Consortium of Integrated Information Network of Georgian Libraries 2017", which is renewable every year, the university provided access to such databases as:

University students also have the opportunity to use such electronic databases as OARE, BioOne Complete, IMF E-Library (International Monetary Fund).

 

In addition to the abovementioned, the university's electronic management program "portal.gipa.ge" is equipped with an electronic library module, through which all students and lecturers have access to the materials in the syllabi. Also, the material can be searched and used independently from the user's personal module.

 

The university library's group workspace is designed for collaborative teaching and teamwork. To ensure a productive environment, please follow these guidelines:

 

Reserve space

To use the group space, you need to book in advance;

Book online by emailing the library at library@gipa.ge;

You must write the time of reservation and the names and surnames of the members of the group;

Maximum booking time is 2 hours per group per day.

 

Composition of the group

A group workspace is designed for 4 or more people

 

Registration

Before entering the room, leave the ID card of one of the group members in the library; In case of delay of more than 15 minutes, the room will be used by another group;

Try not to make noise with your work and be respectful of other library users.

 

Technical aspects

Wi-Fi is available in the group workspace;

You can use portable devices;

It is allowed to bring a drink in a closed container;

To maintain the group work space clean, food is not allowed.

 

Room maintenance

Leave the room clean and tidy;

Report any technical issues or damage to library staff immediately.

 

Cancellation of reservation

Please cancel the reservation at least 30 minutes before the reserved time.

Trainings and consulting on the use of library resources

The staff of the university library periodically conducts trainings and consults students and library visitors on the effective management and use of library and electronic databases.

  • University Library and the rules for using library resource  

In order to effectively implement educational and research processes at GIPA - Georgian Institute of Public Affairs, the unified library space of the university is equipped with a book fund and all necessary material and technical means which allow the university to effectively carry out educational-scientific and cultural-informational functions.

Since 2024, after the main part of the university processes was moved to one address, the university library was located in one building. GIPA’s library is equipped with book

shelves, a reading space with internet-enabled computers, photocopiers and other information technology facilities, including wireless internet. The library has hard copy publications and electronic resources.

The library collection includes core literature prescribed in all educational program syllabi. With consideration for the needs of university staff and students, ongoing efforts are made to enhance and update library resources and services. The library's book fund is renewed every semester to enrich research, educational, and library resources as needed.

The university’s budget continually provides a separate financial resource for the renewal and further development of library resources.

 

The university’s library staff periodically conducts trainings and consults students and library visitors in the effective management and use of library and electronic databases. In cooperation with the LEPL Integrated Information Network Consortium of Libraries of Georgia 2017, library employees are being trained in order to acquire new opportunities for library resource management.

The library staff has all of the necessary qualifications to oversee the effective running of its activities. The library is available to students and academic staff six days a week for not less than 60 hours in total. In addition, the university has developed rules for using the library’s facilities which regulate the issues of membership, withdrawal and return of library resources, rules of conduct within the library response mechanisms in the case of their violation, etc.

The library’s books are catalogued according to relevant standards. Each book is inventoried with an individual number and is placed on the corresponding library shelf as well as being entered into electronic catalogues. The library is supported by appropriate software. Every book is available in the electronic

search system and catalogue on the university.

The university is also working to ensure access to international electronic databases for academic, invited and administrative personnel and students.

It offers access to 2,966 active full-text journals with a journal retail value of $2,584,080.65. It is a popular resource found in many scholarly settings worldwide.

Strengthen Exposure to Open Access Journals. Academic Search Premier includes rigorous curation and indexing of open access (OA) journals, which has resulted in a growing collection of 6,773 active global OA journals. Once validated and certified for inclusion, these OA journals are treated with high-quality subject indexing and sophisticated, precise/accurate full-text linking.

Cambridge Journals Online - https://www.cambridge.org/core collection is available on Cambridge Core platform. Cambridge Journals Online is the Cambridge University Press (CUP) multidisciplinary full-text database of the e-journals providing the opportunity to search information in more than 300 scientific journals. e-Duke Journals - https://read.dukeupress.edu/ provides online access to journals in the humanities and social sciences. The collection includes flagship publications, such as Hispanic American Historical Review and GLQ: A Journal of Lesbian and Gay Studies. European Respiratory Journal  https://erj.ersjournals.com/- The European Respiratory Journal is a monthly peer-reviewed medical journal covering respirology. It was established in 1988 and is published by the European Respiratory Society, of which it is the official journal. The editor-in-chief is James D. Chalmers (University of Dundee). According to the Journal Citation Reports, the journal had a 2021 impact factor of 33.795.




IMechE Journals https://uk.sagepub.com/en-gb/eur/IMEchE - The IMechE Journals collection, published by SAGE, offers 18 titles from the Institution of Mechanical Engineers. These include the 16-part Proceedings of the IMechE, as well as The Journal of Strain Analysis for Engineering Design and the International Journal of Engine Research. The IMechE journals cover all aspects of mechanical engineering from 1847 to the present day. Each journal is focused on particular area of engineering to offer a greater depth of coverage in mechanical engineering, and has its own international Editorial Board, all of whom are leading engineers.  Mathematical Sciences Publishers Journals https://msp.org/  - Mathematical Sciences Publishers (MSP) is a nonprofit based in Berkeley, California. 

MSP publishes scientific and research literature covering mathematics and other selected fields, publishing more than 17,000 pages each year. Openedition Journals https://www.openedition.org/- OpenEdition Freemium for Journals is a bundle of 184 journals in the Humanities and Social Sciences, published by university presses and small academic publishers. The journals are available in HTML, PDF and ePUB and allow for perpetual access (archival rights). In 2017, the journal Sociologie du Travail, previously in Science Direct (Elsevier), was included in the collection. Royal Society Journals Collection https://royalsociety.org/journals/ - The Royal Society is the world's oldest scientific academy in continuous existence, which has been at the forefront of enquiry and discovery since its foundation in 1660. The Royal Society Journals Collection comprises eight high-impact hybrid journals in the physical and biological sciences. It includes international, peer-reviewed journals, including high-impact research titles published on behalf of 350 scholarly and professional societies. The Company of Biologists' Journals  https://www.biologists.com/ - EIFL has negotiated free access to three hybrid journals published by The Company of Biologists: Development, Journal of Cell Science, and Journal of Experimental Biology. Jubject area covers: Developmental biology, Cell biology and Zoology. 


ACM Digital Library https://dl.acm.org/

The ACM Digital Library (DL) is the world’s most comprehensive database of full-text articles and bibliographic literature covering computing and information technology. This renowned repository includes the complete collection of ACM publications plus an extended bibliographic database of core works in computing from scholarly publishers. The DL’s integrated features, functionality, and content constitute a critical resource for computing professionals. The DL is designed to facilitate information dissemination and sharing, interoperability, user-centered design, and collaboration for computing professionals, practitioners, researchers, and educators.  It offers a window on the digital world, with access to ideas and innovations -- great and small -- that continue to foster and form the information age. Making critical content discoverable and accessible has been the primary goal of the ACM Digital Library since its inception.   • PORTAL.GIPA.GE

PORTAL.GIPA.GE - in order to increase the effectiveness of the administrative and the educational processes, the university has created and implements an electronic management database (portal) fully tailored to its needs which has significantly improved the services directed at meeting the needs of both students and academic, invited and administrative staff. The portal includes mechanisms for a more effective management of the educational process as well as the automatic generation of references, the creation of an online spreadsheet, the ability for students to create and send electronic applications vis-à-vis financial issues alongside other possibilities and access to the electronic library.


Configuring the library proxy for external access to GIPA’s digital library resources is available at PORTAL.GIPA.GE, which allows you to use university digital resources outside the university space.

GIPA – Georgian Institute of Public Affairs is committed to fostering a culture of academic integrity,

promoting standards of respect for intellectual property and the work of others among those individuals

who are engaged in teaching and research process. The university has established comprehensive

procedures and mechanisms for addressing the cases of plagiarism which are delineated in the institutional

regulations managing the educational process. These regulatory provisions apply to all members of the

academic personnel, including students, invited staff, visiting faculty and other individuals involved in the

educational process. For students, the penalties are twofold. Firstly, if plagiarism is detected during

intermediate or final assessments, the student receives an unsatisfactory grade in the subject. Secondly,

should plagiarism be identified at the preliminary review/or defense stage of a Master's thesis or Doctoral

dissertation, the student is awarded an unsatisfactory grade.


The regulatory mechanisms for responding to plagiarism include provisions for graduates as well. In cases where academic misconduct, specifically plagiarism, is discovered in a graduate's qualification paper after graduating the university, the institution reserves the right to revoke the degree that was awarded. 


The university's regulatory framework encompasses mechanisms for addressing plagiarism committed by academic/invited personnel. Upon detection of academic integrity violations, the case is referred to a disciplinary commission for review. This commission, after considering the severity of the breach, submits a recommendation to the Rector regarding appropriate disciplinary measures for the offender. GIPA's approach to academic integrity is not solely punitive but also preventative with a strong emphasis on awareness-raising initiatives. The university actively participates in European Union-supported projects aimed at fostering academic integrity, including: Responsible Conduct of Research – Research Integrity and Ethics in Georgian Universities (ETHICS) and Academic Integrity for Quality Learning and Teaching in Georgian Higher Educational Institutions (INTEGRITY). An essential instrument for fostering and continuously enhancing a culture of academic integrity is the university's comprehensive guide on plagiarism prevention for students. This guide is founded upon the institution's consolidated principles of

academic integrity which serve as a fundamental resource for students and other stakeholders within the academic community. Additionally, academic and invited personnel are required to clarify the standards of academic and scientific integrity to students at the commencement of each educational program. This includes explaining the procedures and consequences for violations. Additionally, each course syllabus

contains an informative note on plagiarism which explicitly outlines the potential sanctions that may be imposed on students if plagiarism is detected. 


To prevent and manage breaches of academic and research integrity, the university has utilized the electronic plagiarism detection software Turnitin since 2017. This tool is integral to both the teaching and research processes at the institution. To facilitate the effective utilization of this software, the university has developed comprehensive guidance document/instructions for students and academic personnel. Furthermore, the university organizes periodic training sessions with a focus on the standards of academic/research integrity and the principles of scientific ethics for academic and invited personnel.
