Dr. Tengiz Pkhaladze is Associate Professor at the Georgian Institute of Public Affairs (GIPA) and Senior Fellow at the European Centre for International Political Economy (ECIPE), a Brussels-based think tank. He holds a PhD in Political Science, specialising in the ideological foundations of Russian foreign policy.
His research focuses on European and Euro-Atlantic security, with particular attention to the Black Sea region and Eastern Partnership Countries, Russian foreign policy and ideology, hybrid threats and cognitive warfare.
At GIPA, Dr. Pkhaladze teaches Russian Foreign Policy, Geopolitics and Globalization, and The Art of International Negotiations at undergraduate and graduate levels. He has also contributed to the development of the Joint MA in Political Science – Integration & Governance (PoSIG), including the development of the Russian Foreign Policy course, which he teaches as part of the programme.
From 2019 to 2024, Dr. Pkhaladze served as Head of the BA Program in Political Science at GIPA and has been involved in the development of academic programmes and curricula in political science and international relations.
He is the author and co-author of numerous academic publications, policy papers, and analytical studies on Russian foreign policy, European and Euro-Atlantic security, the wider Black Sea region, and related regional developments.
Alongside his academic work, Dr. Pkhaladze has been professionally engaged in foreign and security policy since 1992. His experience includes senior positions in diplomacy and government, including service as Adviser – Foreign Relations Secretary to the President of Georgia from 2014 to 2018.
