Doctor of Law from the German University of Administrative Sciences (Speyer). Master of Public Administration of Ivane Javakhishvili Tbilisi State University and German University of Administrative Sciences (Speyer). With 17 years of experience in public service, she has held various positions, including serving as the head of the Human Capital Development Department at the Civil Service Bureau. For more than 10 years, she has trained civil servants in human resources management, performance management, ethics and integrity, conflict of interest, management, and leadership. Since 2016, she has been leading lectures on ethics, organizational culture, leadership, and accountability. She is actively involved in the process of public administration reform (PAR), in particular, in the process of reforming the public service and human resources management policy. She is the author and co-author of several publications/studies on ethics and integrity, organizational culture, and conflicts of interest.
