Project Description

GIPA presents the World Bank-funded project - Results-Based Monitoring and Evaluation for Public Servants. The project started in April 2016 and will last for two years.

Project Objective - Increasing the awareness about M&E through developing civil servants’ knowledge and skills in monitoring and evaluation via designing and delivering high-quality, relevant trainings to mid-to-high level officials in the Government of Georgia.

Description of Approach - The project consists of two main directions: 

  • Development of M&E skills in public service – the monitoring and evaluation sessions will be conducted by GIPA and GEA representatives, who had special training course with World Bank (WB) experts. The international consultant of the project is WB expert – Rich Tobin;
  • M&E Case Study Analyses – the analyses of several Government Reforms and development of case studies with the involvement of students, CSOs, former and acting government officials. 

Case Study Development

M&E Case Study Development - Four different public policy topics and reforms will be defined by the Academic Council of the School of Government at GIPA together with the project staff. The cases will be elaborated by the ECADEV trainers in close cooperation with WB Expert, Rich Tobin, based on the analysis of secondary data, public information and the interviews with stakeholders. The discussion panels will be conducted on the elaborated case studies and final versions will be printed and published. In total, 4 case studies will be developed by the end of the program. 

M&E Training

The monitoring and evaluation sessions will be conducted 4 times in the 2 years period. One training session consists of 40 hours. The trainings will be conducted 2 times a week in the evening, from 19:00 till 22:00, at GIPA University (7B, Ietim Gurji Str.).

LEARNING APPROACH - Training methodology will rely on participatory and interactive learning methods, including case studies, presentations, and group work.

COURSE CONTENT – the course content was developed based on the trainings conducted by the World Bank Experts in 2014 – Results-Based Monitoring and Evaluation. Each training lasts for two months and consists of 10 sessions: Fundamentals of Results-based Monitoring and Evaluation; Results Chain and Frameworks; Indicators; Designs for Evaluation; Data Collection; Sampling; Introduction to Data Analyses; Intermediate Data Analyses; Impact Evaluation; Results-based Reporting. 

Information For Public Servants

Training Objective  Increasing the awareness about M&E through developing civil servants’ knowledge and skills in monitoring and evaluation via designing and delivering high-quality, relevant trainings to mid-to-high level officials in the Government of Georgia. Discussed topics will help public servants in doing their regular work. The learning process foresees using Case Studies in order to make the training more practical and tailored to the participants needs.

Duration of the Training – 7 weeks:

  • 40 hours
  • 14 meetings – 13 lectures and 1 exam
  • Evening classes – from 19:00 till 20:00

The lectures will be delivered twice a week, on Thursday and Friday, at GIPA (2, Marie Brosset str.).

Certificate

After successful completion of the program, participants will receive GIPA certificate in Results-Based Monitoring and Evaluation.

Information about the Trainers:

The lecturing hours will be delivered by the GIPA & GEA representatives, who have completed the World Bank Training for Trainers:

1.    Nikoloz Abuashvili – GIPA

20+ years of experience in solving business problems. Starting from middle to the top-level management and counceling, he worked in a wide range of private and public organizations, such as banks ("TBC Bank", "People's Bank", etc.), infrastructure companies (Railways, Batumi and Poti ports), manufacturers (Breweries "Lomisi" and "Natakhtari"), government and international institutions (GEPA, GTZ, KfW, TACIS, World Bank) and other organizations in various fields.

Delivers trainings and academic pursuits since 1995. Lecturer at the Free University, Caucasus University, the Technical University and the University of Tennessee. Nikoloz is a founding partner of the company "Business Infrastructure Solutions".

His expertise consists of increasing the value of businesses, their recovery and development, marketing planning and implementation, information technology, project management and staff development.

2.    Nino Ghonghadze - GIPA

 Nino Ghonghadze is Academic Head of Master Programs and Head of Research Center at the School of Government. She holds Master Degree in urban affairs from the University of Arlington in Texas, Master Degree in public administration and PhD in Social Sciences  at the Georgian Institute of Public Affairs. Before joining GIPA, Nino worked in the State Chancellery of Georgia. Ms. Ghonghadze is an assistant professor and teaches courses in Research Methods and Public Policy. Besides teaching, Ms. Ghonghadze is activly engaged in research activities. Her research focuses on integrity issues in public governance. Currently Ms. Ghonghadze is Public Policy Coordinator (Governance Reform Fund) at United Nations Development Programme in Georgia.

3.    Lizi Sopromadze - GIPA

Head of “Regional Development Center”; Master of Public Administration. Lecturer at Georgian Institute of Public Affairs, Course: local government and citizen participation in the governance process; Author of various Researches and Publications; Cooperates with different international organizations. Invited by NDI and IRI conducts trainings for local public servants in governance issues. Lizi conducts trainings in Project Management, Strategic Planning and Advocacy issues. Ivnited by GIZ, Lizi provides expertise in Kakheti region municipalities in the process of developing municipal action plans and defining municipal priorities.

4.    Nino Loladze - GIPA

Project Manager at “Regional Development Center”; Master of Public Administration, specialty – Local Government; Lecturer at Georgian Institute of Public Affairs, Course: Local Economic Development; Author of many Research and Publication; Cooperates with different international organizations. Invited by NDI and IRI, Nino conducts trainings for local public servants in Local Government Economic Development and Budgeting, Strategic Planning and Project Management. Invited by GIZ, Nino provides expertise in Kakheti region municipalities in development the documents of municipal action plans and medium-term priorities.

5.    Irakli Galdava - GIPA

Irakli holds Master Degree in Economics from the International School of Economics at Tbilisi State University (ISET). He is engaged in research and academic activities since 2011. From 2011 until 2014 he was a researcher at ISET Research Center (ISET Policy Institute) and since 2014, he is chief specialist at Georgian National Energy and Water Supply Regulatory Commission. Since 2011, he was assistant lecturer at Tbilisi State University in teaching econometric program (STATA); assistant lecturer at ISET in Cost-Benefit Analyses Course and at the same time he was conducting trainings in applied econometrics and forecasting methods for different organizations. Irakli is also a co-author of two academic courses developed in cooperation with Grigol Robakidze University: 1. Energy Policy Modelling and Analysis and 2. Energy Policy Sustainable Development.

6.    Vakhtang Zarqua – GEA

Engineer-Hydro technician, specialist of rational use of natural resources. In 1983-1986 years he worked at Khudoni HPP (Hydroelectric Power Plant) and Enguri (HPP) constructions. In 1986-1996 he worked for exploration, design institute LLC “Tbilhydroproject” as engineer and lead engineer. Since 1995, he is the head of non-governmental organization “Energy Efficiency Fund”. Under his guidance many educational, advisory, informational and research projects have been prepared and implemented in environmental protection. He is the author of many articles in the field of Energy Policy and Environmental Protection.

7.    Nino Saakashvili - GEA

Ms. Saakashvili founded EMC in 2009. She is specialized in Strategic Planning, Organizational Development and Management, Monitoring and Evaluation. She has advised and helped different government officials in federal agencies to develop Result Oriented Strategic Plans, action plans and Performance Measurement Plans. She is the co-founder and member of IPEN. Since 2001, member of AEA and from 2008, member of EES. 

She has proven track record of 20 years of intensive working experience with many national and international organizations, bi-lateral and multi lateral donors, including: hundreds of NGOs, USAID, World Bank, EU, GIZ, UNDP, UNFPA, UNIFEM/UN Women, Social Impact, DVV International, Bank Watch, Project Harmony, IMF, US State Department, MSI, , UNHCR, World Learning, Red Cross, USA Department of State, Save the Children, DANIDA, Charity Know How Fund, IRC, IREX, Canadian Feed the Children, NRC, Eurasia Foundation and many others. She is an author and editor of different books, articles, papers.

Registration

Admission Procedures  The project foresees conducting 4 training-sessions (Results-Based Monitoring and Evaluation) within the 2 years period. The third one, the Summer Session is scheduled to start from 20.10.2017.
