GIPA Becomes an Official TOEIC Test Center

On July 2, 2026, the Georgian Institute of Public Affairs (GIPA) and the international educational organization ETS Global signed a Memorandum of Cooperation, under which GIPA has officially become a licensed TOEIC (Test of English for International Communication) test center.

The memorandum was signed by Perrine Farge, Director of ETS Global, and Tedo Sanikidze, Head of Administration at GIPA. The meeting was also attended by Nino Jokhadze, ETS Global Representative in Georgia; Associate Professor Natia Chighvaria, Head of GIPA's Language Center; and Ana Chutlashvili, Head of GIPA's Academic Affairs Office.

TOEIC is one of the world's most widely recognized English language proficiency tests, used by international companies, public institutions, and educational organizations. Its certificate is recognized in more than 160 countries, and millions of people take the test each year to support their academic, professional, and career development.

Under the memorandum, GIPA is authorized to administer the internationally recognized TOEIC® examination as an official licensed test center.

"This partnership marks another important milestone for GIPA, enabling us to provide our students and all interested individuals with access to a world-class certification. Becoming an official TOEIC Test Center reflects the high academic standards of our Language Center," said Natia Chighvaria, Head of GIPA's Language Center.

Through this partnership, GIPA will administer TOEIC examinations in accordance with international standards, providing students and professionals in Georgia with the opportunity to obtain an internationally recognized English language certificate. In addition to serving the Georgian market, GIPA will also operate as a regional TOEIC® Test Center, expanding access to internationally recognized English language assessment across the region. Together, GIPA and ETS Global will ensure that the examination process is conducted in line with the highest international standards, contributing to workforce internationalization and enhancing competitiveness in the global labor market.
