GIPA Hosts Key Meeting on Legal Framework for Dual Higher Education

On June 2–3, 2025, the Georgian Institute of Public Affairs (GIPA) hosted the second meeting of Working Group 4 within the scope of the Erasmus+ funded project DUGEOR – Strengthening capacities for the implementation of dual education in Georgia higher education.

The two-day event was held at GIPA and the Ministry of Education, Science and Youth of Georgia. Participants included representatives from:

  • Georgian Institute of Public Affairs (GIPA)
  • University Business Academy in Novi Sad (UBANS)
  • Ministry of Education, Science and Youth of Georgia (MoESCG)
  • National Center for Educational Quality Enhancement (NCEQE)

The meeting agenda covered:

  • Review of Georgia’s legislative process relevant to dual higher education
  • Progress on Work Package 4: Creation of Legal and Strategic Framework
  • Draft amendments to the Law on Higher Education
  • Evaluation of accreditation standards and their applicability to dual programs
  • Preparations for the upcoming Discussion Forum in Telavi

All partners agreed on the importance of legally defining dual higher education programs to ensure their proper implementation and integration within Georgia’s higher education system. The proposed legislative amendments and related policy tools will be further refined and presented during the Discussion Forum scheduled for June 10–11, 2025, in Telavi.

The DUGEOR project represents a major milestone in aligning Georgia’s education system with modern, practice-based learning approaches that better meet labor market needs.
