Ph.D. in Social Sciences. Professor of the Georgian Institute of Public Affairs. He has 25 years of experience in pedagogical and practical activities, and is the author of more than 40 publications (handbooks, law commentaries, articles, methodological documents). He has 25 years of experience in consulting and conducting trainings in the areas of legal support for local self-government and regional governance. He is actively involved in the development of training programs related to legal issues for local self-government officials and has 25 years of experience in conducting training programs for municipal public officials at the national and local levels. He has 25 years of teaching experience in the areas of municipal law, legislative foundations of local self-government and regional policy. At the same time, he has solid experience in the conceptual and legislative support of municipal reform in Georgia.
