Doctor of Sociology, lectures in social sciences at various universities and has rich experience in scientific research activities. She is the leader of a number of scientific scholarships and research grants; Young scientist program fellow of the Heinrich Biol Foundation, Ilia Chavchavadze scholarship program of the National Science Foundation of Georgia, Transnational Crime and Corruption Research Center (TraCCC CO) research grant, National Science Foundation of Georgia President's grant for young scientists and Caucasian Swiss Academic Network (ASCN) grant supervisor and etc. For years, Tamar has cooperated with various international and local non-governmental organizations, where she is invited as an expert, researcher, monitoring, and development specialist. Among them she was an expert in the monitoring direction of the GTZ ‘Local Self-Government Development Promotion’ program; She also cooperated with the ‘Caucasus Institute for Peace, Democracy and Development (CIPDD)’ in various projects; She was a researcher at the Institute of Economic Development (GEDI), non-governmental organization ‘Institute of Social Research and Analysis’ (ISSA), implemented the project ‘Creating a map of religious organizations and FBO Georgia’ within the framework of Word Vision International, etc. She has published books: ‘Existing Discourses on the Rule of Law and Jury Court’, published within the ‘President's Grant for Young Scientists’ of the National Science Foundation of Georgia; Co-authorship of ‘Meritocracy Formation Process in Transforming Public Service’ (in Georgian and English). Research interests:

Theory and practice of formal and informal institutions, concepts of the rule of law, sociology of religion and gender, strategies for functioning public service and local self-government, and public service reform.
