Certified Public Policy Analyst (CPPA)

Center for Strategy and Development (CSD) and the Training and Consulting Center of the Georgian Institute of Public Affairs (GIPA) are announcing the admission of participants to the certificate program in ‘Public Policy Analysis’, which is based on the best international experience and local specifics.

The purpose of the program is to promote the development of evidence-based policies in Georgia. The system of trainings, on the one hand, and of the expert mentorship, on the other, will be provided within the framework of the Public Policy Analysis certification programme, which will significantly support you in the process of preparation of high-quality policy documents. The potential thematic framework includes the following 4 areas:

  • ongoing Public Administration Reform (PAR) priorities
  • the role of independent supervisory institutions;
  • the reduction of cyber security risks and the digital transformation opportunities for improving the performance of public sector;
  • the EU candidate country status of Georgia and the process of harmonisation.

The participants will learn about the theoretical framework necessary for the preparation and implementation of public policies, as well as the materials required for the preparation of various policy documents and will improve policy document presentation and advocacy skills.

The certificate program is intended for young people who are interested in solving public policy issues existing in different policy areas and want to master in preparation of high-quality evidence-based policy documents.

The program is intended for any young person who is related to the non-governmental sector and analytical centres. A necessary precondition for participants is to hold a Bachelor’s degree in any speciality. MA and PhD students will be given preference during the selection process.

The training will be conducted in an intensive mode during the period of 3 months and the training sessions will be held by the GCSD and GIPA mentors and trainers.

Contents of the Programme

Introduction to Policy Analysis  

  • the role of a policy analyst in policy-making process
  • the role of policy argumentation and debates in the process of policy evaluation
  • neutrally competent policy analysis – the influence of politics and ideologies on policy analysis

 Theoretical Basis of Public Policy Analysis 

  • main models of public policy analysis
  • main approaches to the public policy analysis 
  • the models of policy change: the theory of change, design-thinking, logical framework 

Evidences in Public Policy Analysis

  • basic principles and methods of quantitative and qualitative data collection
  • working with global databases
  • data interpretation: bias and traditional failures of data management
  • working with the secondary sources in the process of quantitative and qualitative research

Models of Policy Analysis

  • Problem structuring and its instruments
  • the key indicators for policy change
  • the formulation of goals, objectives and identifying the respective intervention strategies and instruments
  • the choice between the alternative policy solutions on the basis of the multi-criteria analysis
  • cost-benefit and cost-effectiveness analyses
  • Drafting the actions plans and budgets and defining the operational capabilities of its implementation

Duration of the training: 3 months, 150 hours. The lectures will be held three times a week, in the evening, from 19:00 to 22:00 on weekdays, and from 10:00 to 17:00 on Saturdays.

The training will begin on 1 May 2024.

The language and format of instruction: Georgian; most of the materials will be provided in English. The training will be conducted in the interactive format and consist of the combination of theory and practice.

Certificate

After the successful completion of the training and the preparation of a policy document, the participants will be awarded an English language certificate Certified Public Policy Analyst’ (CPPA).

A precondition for obtaining a certificate: during the programme trainees must attend the training sessions, and at the end of the programme, they must present a group or individual policy document with the support of a mentor.

Nani Macharashvili – the Head of the Research Department of the Georgian Institute of Public Affairs (GIPA) and the Head of the Master’s and Doctoral programmes in Public Governance. She is the author of the first Georgian guide in public policy analysis. She has more than 20 years of experience in training and consulting in the areas of public policy, administration, advocacy and strategic development. She was a consultant to state agencies, both at the central and local levels, in policy planning, monitoring and evaluation, as well as in ensuring the compliance of policy documents with the requirements of Ordinances No 629 and No 264. She is an author of several research papers and publications in this area.

Giorgi Khelashvili – a diplomat and a researcher in international relations. He has received his education at Tbilisi State University and the University of Oxford. He taught at Tbilisi State University in the direction of international relations. He worked at the Ministry of Foreign Affairs, the Embassy of Georgia to the United States of America, and the Research Center of the Parliament of Georgia. He was an elected member of the Parliament. His academic interests include the foreign policy of Georgia and the United States of America, the matters of international security and strategic analysis.

Salome Jibladze – an expert in international development and a strategy monitoring, evaluation and learning (MEL) specialist. She has thorough knowledge and experience in the design, monitoring and evaluation system management and coordination, as well as the development of M&E tools. She has more than 7 years of experience in the development and improvement of strategies for various actors, such as ministries, government agencies, and local and international non-governmental organisations.

Giorgi Goguadze – a specialist in international relations and security. He is a PhD candidate in International Relations at the Caucasus University. In addition, he is an Assistant Professor at the Caucasus University and a guest lecturer at Tbilisi State University, the Business and Technology University and the European University. His work experience includes the programmes of international organisations and the civil sector. Currently, Giorgi holds a position of a Senior Expert at the Georgian Center for Strategy and Development (GCSD) and is involved in the implementation of various programmes.

Rati Shubladze – a researcher with more than 10 years of experience in quantitative and qualitative research in Georgia and the South Caucasus. He is a Doctor of Sociology. His dissertation on ‘Social Equality and Electoral Preferences’ examined the peculiarities of electoral behaviour in Georgia. Since 2015, Rati has been a guest lecturer at a number of higher education institutions of Georgia, delivering courses in Research Methods. In 2021, he joined Georgian Institute of Public Affairs as the Head of the Bachelor’s Programme in Sociology. In 2013-2020, Rati worked with a research organisation CRRC- Georgia, where he was involved at different stages of collection, processing and analysis of the data obtained from public opinion surveys. In 2020-2021, he held the position of the Research Director at TMI. Currently, he is involved in the monitoring, evaluation, and learning (MEL) projects.

The programme is fully financed by the USAID National Governance Program. 

Persons interested in the certification programme must fill in the registration form (in addition, a CV in the Georgian or English languages must be uploaded in the form).

The deadline for registration is 25 April 2024. After the completion of registration, interviews will be held with the Admissions Committee.

The training will start on 1 May 2024.
