GIPA celebrated its 10th anniversary and graduation for the PA and Media
Management and Journalism classes. Almost 400 guests, GIPA students and
employees attended the evening, which took place at the Achara Music Hall.
The Rector of the institute, Mr. George Margvelashvili as well as the deans
of the SG and JS, Mrs. Maka Ioseliani and Mrs. Maia Mikashavidze greeted
GIPA alumnae, members of the Georgian government and other honorable guests.
During the last decade the institute has made considerable achievements.
Established in 1994 as the Georgian-American Institute of Public
Administration, GIPA was one of the NGO's actively involved in all
social and political events that has constantly accepted new challenges
in a difficult process of developing the civil society of Georgia.
Today the institute hosts two schools - the School of Government
and the Caucasus School of Journalism and Media Management and incorporates
master's programs for Local Government and Self-government, courses
on Diplomacy and National Security.
Currently the most successful GIPA graduates are engaged in almost
all spheres of public life in Georgia, including governmental and
non-governmental sectors and private companies as well. |

On November 19, the Zurab Zhvania Georgian Institute of Public Affairs (GIPA) graduated
48 Georgian, Azerbaijani and Armenian students, who had completed master's
degree studies at GIPA's School of Government and Caucasus School
of Journalism and Media Management. The graduation ceremony was hosted by
H.E. Ambassador Richard Miles. |

Mr. Darrell Slider, Professor of Government and International Affairs of
the University of South Florida, delivered the lecture on the theme "Elections
and Political Situation at USA" for the students. |

Head of the Tourism Department of Georgia, Mr. Saba Kiknadze was hosted
by the student of the public administration and Local Government Administration
programs. The guest lecturer made a special presentation with slide-show
and a live and interesting discussions regarding some potential possibilities
of developing tourism as business in Georgia was held. |

Tbilisi mayor, Mr. Zurab Chiaberashvili was invited as a speaker at the
joint lunch. An open and live debates were provoked by some issues concerning
ethics in public administration and different ethical dilemmas facing public
servants. Mr. Chiaberashvili, as a former lecturer of the institute, was
involved in a long and intense discussions with the students on many problematic
issues for the city. |

The traditional public lecture in GIPA was conducted with the guest lecturer,
Mr. Koba Davitashvili, MP. Meeting not only with the members of Parliament
majority or the government, but also with the representative of opposition
and dispute on the different political issues becomes an interesting experience
for the students and supports elaboration of the original viewpoint on a
number of problems of the modern Georgian society. |

The Secretary of National Security Council of Georgia, Mr. Gela Bejuashvili
conducted a public lecture for the GIPA students on the problems of national
security on the background of ongoing events in the world. The Secretary
answered student's questions regarding fight against terrorism, as well
as the role of the civil society in the safety and security of the country
and other vital issues for Georgia. |

GIPA hosted Mr.Giorgi Khaindrava, Minister of Conflicts, who met with students
and faculty of public administration, Local Government Administration and journalism programs.
A stimulating and open discussion on regional conflicts and settlement process
ensued. |

At a traditional joint lunch, GIPA hosted Nick Gilauri, minister of energy
of Georgia. The discussion on various critical issues in the Georgian Energy
sector was marked as extremely instructive and informational to the Georgian
students, as well as guests attending the meeting. |

The Minister of Justice of Georgia, Mr.Giorgi Papuashvili, visited GIPA
to discuss current issues in the Georgian legislation and, in general, the
legal system. The discussion took place in a friendly and informal atmosphere
as relationship between the Institute and Minister Mr.Giorgi Papuashvili
- a former lecturer at GIPA - is long-standing and close. |

At a traditional joint lunch, GIPA students and many guests met with the
Minister of Economy, Mr.Kakha Bendukidze. A livelyand extremally interesting
discussion on critical issues in the Georgian economy, as well as ongoing
process of privatization ensued, lasting up to three hours. |

GIPA students and guests enjoyed
talking to Mr. David Gamkhrelidze, Head of the New Rights Party. Mr. Gamkhrelidze
took part in a traditional GIPA luncheon. His speech was substantial - topics
he raised triggered many questions from the audience. |

O'Connor, president of International Center for Journalists, visited GIPA.
ICFJ is the principal partner of GIPA's Caucasus School of Journalism and
Media Management. Prospects of cooperation were discussed. |

GIPA hosted young leaders from the Caucasus and Central Asia under the frame
of East-West Foundation's Central Eurasia Leadership Alliance (CELA) program.
Guests - young leaders from Armenia, Azerbaijan, Kazakhstan, Kirgizstan,
Uzbekistan, Tajikistan and Turkmenistan -- discussed issues of regional
cooperation and shared personal experience with GIPA students at a student
luncheon. |

Students and guests of GIPA met
with Bruce Jackson, president of U.S. Committee on NATO, and Randy Scheunemann,
member of the Board of Directors of the U.S. Committee on NATO. The visiting
speakers delivered substantial and engaging speeches on NATO and issues
of regional security. |

It was April 1, so-called Fool's Day, and students refused to believe that
Nino Burjanadze, chairman of the Parliament, was visiting GIPA for a Joint
Lunch. Fortunately, the information turned to be true.
Ms. Burdjanadze indedd visited GIPA and charmed the
audience with sincere and smart answers to various questions. This was
part of GIPA's student luncheon series. |

At the first student luncheon of the year 2004, GIPA hosted Prime Minister
Zurab Zhvania. An interesting and stimulating exchange on current political
and social events ensued, whereby the prime minister answered many questions
from Georgian, Azerbaijani and Armenian students. |
